Where can I learn how to play Snooker and Billiards?

Your biggest obstacle is going to be finding snooker and carom tables. If you live in a larger city, sometimes the larger pool rooms will have one or the other. If you can find a room that has these tables, you'll probably be able to find some people to play with.
